   The Consultant is required to meet the following qualifications and experience requirements:

 Master’s or higher degree in Public Policy, Finance, Economics, Environmental Science, Environmental Engineering, or public utility regulatory-related fields.
 Seven (7) or more years of demonstrated experience working with utility regulatory bodies; experience working on institutional or regulatory reform projects/programs within public utility regulatory bodies would be an advantage.
 Five (5) or more years of experience in utility regulation and tariff setting; experience in tariff modeling and subsidy design would be considered an advantage.
 Demonstrated experience working in a minimum of one low or lower-middle-income economy to develop, revise, or implement policies related to water affordability, consumer subsidies, or public utility tariffs.
 Proven experience evaluating offers or proposals/offers submitted for procurement of Consultant Services.
 Professional proficiency in English.
